Is it considered a power factor improvement to fix a capacitor at the electrical appliances in dwelling units?

and is fixing the capacitor between line and neutral at the load side (A/C , washing m/c ..etc) considered legal from electricity distribution company view point?..as i think customer has the right to install any electrical component at his load side.
